ABOUT THE DEPARTMENT

Resource Management

The Department of Resource Management consists of Air Quality Management District, Building, Environmental Health, and Planning Divisions.

The Building Division administers programs to safeguard life, health, and property of County residents through the application of uniform building standards.

ABOUT THE POSITION

Under general direction, to assist in the administration, supervision and coordination of the Building Division of the Department of Resource Management; to supervise and coordinate the work of the Building staff; to personally perform the more complex project assignments; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

This is a single-position classification functioning as the Building Division Manager responsible to the Director of Resource Management. The primary responsibility of this position is the daily administration and coordination of the Building division within the department. The position occasionally performs inspection activities on the most complex and urgent special projects. The position works in conjunction with other Division Managers to formulate and advise the Director on possible interdivisional efficiencies.

EXAMPLES OF DUTIES

Participates with the Director of Resource Management in the development of division policies and programs and with the interpretation of policies for staff; assigns, reviews and personally performs the work of making inspections, enforcing State and County building and zoning laws and ordinances, checking plans and issuing of building and mobile home permits; checks plans for completeness and adequacy before issuing permits; checks structural details of plans for residences and commercial structures for compliance with building ordinances and code requirements; makes or supervises progressive field inspections of building construction, electrical, plumbing and mechanical work in compliance with local, state and federal codes, laws, ordinances and regulations; conducts inspections on existing buildings and renders occupancy compliance reports thereon; reviews and investigates violations of building and zoning laws; assists in the enforcement of zone district regulations for building and use permits; gives information to the public regarding building and zoning requirements and confers with owners, architects, engineers and builders regarding design and construction; supervises and trains Building Inspection personnel. Assists with formulation, presentation, and administration of Division budget. Acts for the Director on Building issues in the latter's absence. Represents the Division in public and official contacts.

Requirements

Any combination of education and experience sufficient to directly demonstrate possession and application of the following:

Knowledge of: Proper methods and techniques of building inspection; building tools and materials; budget, personnel and administrative practices; principles of structural design; accepted safety standards and methods of building construction; building and related codes and ordinances enforceable by the County, including uniform building codes, zoning ordinances, electrical, plumbing and mechanical codes and health and safety codes; computerized record keeping systems; applicable state and federal codes and regulations; principles of supervision and training.

Ability to: Apply knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, regulations and standard construction practices; develop and carry out division policies and procedures; read and interpret building plans, specifications and building codes; advise on standard construction methods and requirements; supervise employees employed in building inspection and support work; enforce building inspection codes with firmness and tact; work cooperatively with those contacted in the course of work.

These standards are typically attained with graduation from an accredited four-year college or university with a bachelor's degree in civil/structural engineering, architecture or a closely related field (Job-related construction and building code administration/enforcement experience may be substituted on a year-for-year basis)

AND, Either

A: Two years of supervisory experience in the administration, interpretation and enforcement of the uniform construction codes;

OR

B: Four years of experience in the administration, interpretation and enforcement of the uniform construction codes, including at least one year as lead worker or supervisor.

SPECIAL REQUIREMENT

Possession of a valid California driver's license. Possession of either a current International Conference of Building Officials (ICBO) building inspector or plans examiner certification; or Council of American Building Officials (CABO) building official certificate; or California registration as an architect, civil or structural engineer by the time of application. Required licenses and registrations shall be maintained throughout employment.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Some additional physical demands are; to be able to walk on 1 1/2" joist an narrow beams, extensive driving (100-200 miles per day), walk on roofs, climb scaffolds and ladders, crawl in confined areas 12' high, crawl in attics in the summer.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions. The employee is frequently exposed to fumes or airborne particles. The noise level in the work environment is usually loud.

The employee will often interact with public who are under extreme stress, and law enforcement officers.

Depending on the provisions of the California Public Employees’ Pension Reform Act (PEPRA) and other applicable laws, an employee in this classification will be covered under one of the following CalPERS retirement formulas: (1) 2% at 55, (2) 2% at 60, or (3) 2% at 62. An employee in this classification will also contribute up to 8.75% of his/her pay to this plan, or will contribute such other amount to the plan as authorized by PEPRA and other applicable laws.
