Oregon/California Exchange
Qualifying California residents may receive Oregon resident tuition at SOU or OIT through the tuition reciprocity exchange agreement, also known as the California to Oregon Exchange program.
If you are approved for the California to Oregon exchange program, you will be eligible to pay Oregon resident rates for the remainder of your bachelor’s degree.

California Students who wish to attend an Oregon University
- Oregon Institute of Technology (OIT)
- Southern Oregon University (SOU)
The tuition reciprocity agreement, also known as a Student Reciprocity Exchange Permit, between OIT and Shasta College allows a limited number of qualified students to attend OIT while paying in-state tuition rates. Resident tuition applies only to undergraduate programs.

Application Process
- Apply for admission to either Oregon Institute of Technology (OIT) or Southern Oregon University (SOU).
- Complete and sign the appropriate Reciprocity Exchange Permit for OIT or SOU, then email the completed form to residency@shastacollege.edu.
- If the application requirements are met, an Evaluator will forward the approved Reciprocity Exchange Permit to the selected institution and send the student's official transcripts.
