Patrick W. Carr was provisionally appointed to the Governing Board in July 2017 and elected to the Board for a four-year term in 2018. A native of Shasta County, Mr. Carr is an advocate for community colleges and higher education, having earned his Bachelor of Arts from Santa Clara University and his Master of Economics from Washington State University.
Following four years of military officer duty in Europe and Vietnam (1967-70), Mr. Carr served three Fortune 500 companies (Sea-Land Service, Honeywell Aerospace & Defense, and American President Companies) in various technical and managerial positions in strategic planning, finance & accounting, quality programs, operations, and sales. Shifting to the public sector Mr. Carr later served California Department of Transportation ("Caltrans") at its New Technology & Research group in Sacramento, later serving as District 4 Deputy Director for External Affairs in the Bay Area, and eventually serving in the Transportation Planning group of District 2 in Redding.
Before, and since retiring from Caltrans, Mr. Carr has held leadership positions with Redding Elks (Exalted Ruler), Friends of Whiskeytown NRA (President), Santa Clara University Alumni Association (Board President 04-05), Shasta Historical Society Board (Vice President, Director), and Lassen Park Foundation (Trustee). As a Shasta College Trustee, Mr. Carr currently serves as board liaison to the Shasta College Foundation. Pat and his wife Kathleen currently reside in Cottonwood, where he serves the District as Trustee for Area B (south Shasta County).
